H&M dip dye fringes, DIY?

H&M, I <3 you! This is the most awesome product you've ever had.
And I want it!

Unfortunately it's out of stock but maybe I can DIY this. I have a plain black cotton skirt and a black top left, so all I need is two strands of cotton fabric and something like these fringes. Not sure where I can find those, maybe in a thrift store?
